<t>Digital Credentials (DCs), such as Selective Disclosure for JSON Web Tokens (SD-JWTs) and ISO/IEC 18013-5 mobile documents (mdocs), are issued by Issuers to Credential Managers (wallets) held by Holders. Verifiers can then request these credentials from the Credential Manager using presentation protocols such as OpenID for Verifiable Presentations (OpenID4VP) and browser APIs such as the W3C Digital Credentials API. A foundational privacy property of this three-party model is Issuer unlinkability: the Issuer does not learn when, where, or to which Verifier a given credential is presented. However, in many commercial and regulatory ecosystems, Issuers require a mechanism to charge or authorize Verifiers for credential presentations.</t>

<t>This specification defines a credential-format-agnostic mechanism for Conditionally Released Digital Credentials (CRDCs). During presentation, the Credential Manager encrypts a standard Digital Credential presentation using a one-time ephemeral Content Encryption Key (CEK) to produce a Releasable Credential, and encrypts the CEK under an Issuer Release Public Key alongside Issuer routing metadata to produce a Release Token. The Verifier presents the Release Token to the Issuer's Release Endpoint to authorize (and optionally bill for) the presentation and obtain the decrypted CEK, which the Verifier then uses to decrypt and validate the underlying Digital Credential—all while strictly preserving the privacy property that the Issuer never learns which Holder is presenting the credential.</t>

<section anchor="introduction"><name>Introduction</name>

<t>In the modern digital identity ecosystem, Digital Credentials (DCs)—such as Selective Disclosure for JSON Web Tokens (SD-JWTs) <xref target="RFC9901"/> and ISO/IEC 18013-5 mobile documents (mdocs) <xref target="ISO.18013-5"/>—are issued by Issuers to Credential Managers (commonly referred to as digital wallets) controlled by Holders. Verifiers can then request these Digital Credentials from the Holder's Credential Manager using presentation protocols such as OpenID for Verifiable Presentations <xref target="OpenID4VP"/> invoked over platform and browser surfaces like the W3C Digital Credentials API <xref target="W3C.DC-API"/>.</t>

<t>A core privacy tenet of this three-party model (Issuer, Holder/Credential Manager, and Verifier) is that the issuance of a credential is decoupled from its presentation. In particular, the Issuer does not participate in the presentation flow in a way that reveals the identity of the Holder to the Issuer at the time of presentation. Consequently, the Issuer does not learn which Holder is presenting their credential, nor where a specific Holder presents their credential.</t>

<t>At the same time, certain high-value credential ecosystems require sustainable business models where Issuers charge Verifiers for credential presentations (for example, identity verification providers, financial institutions, or authoritative registries charging relying parties per verified transaction). In traditional federated identity protocols where the Identity Provider (IdP) is directly in the loop during authentication, billing a Relying Party is straightforward but comes at the cost of the IdP learning every Relying Party a specific user visits. Conversely, in the offline or decoupled three-party Digital Credentials model, because the Credential Manager releases the credential directly to the Verifier, the Issuer has no native mechanism to enforce that a Verifier is authorized or billed for a presentation without re-introducing a Holder-tracking correlation vector.</t>

<t>This specification bridges this gap by defining <strong>Conditionally Released Digital Credentials (CRDCs)</strong>. It specifies a credential-format-agnostic cryptographic wrapper around existing credential formats (including SD-JWTs and mdocs) that allows a Credential Manager to release a credential presentation to a Verifier in an encrypted form. During presentation, the Credential Manager encrypts the underlying Digital Credential presentation using a freshly generated, one-time ephemeral symmetric Content Encryption Key (CEK)—producing the <strong>Releasable Credential</strong>—and encrypts that CEK under the Issuer's <strong>Issuer Release Public Key</strong> inside a <strong>Release Token</strong> that includes the Issuer's identifier. To unlock and verify the underlying credential claims, the Verifier sends the Release Token to the Issuer's Release Endpoint. Because the Release Token contains only a freshly generated random key encrypted under a public key shared across a large cohort of credentials, the Issuer can authenticate, authorize, and bill the Verifier before returning the decrypted CEK, without ever learning which Holder or credential was involved in the presentation.</t>

<section anchor="design-rationale"><name>Design Rationale and Goals</name>

<t>This specification is built around four primary design principles:</t>

<t><list style="numbers" type="1">
  <t><strong>Compatibility with Existing Presentation Ecosystems</strong>: Digital Credentials are issued to Credential Managers (wallets) by Issuers and requested by Verifiers via the W3C Digital Credentials API <xref target="W3C.DC-API"/> and presentation protocols such as OpenID4VP <xref target="OpenID4VP"/>. The conditional release mechanism integrates seamlessly into these existing flows.</t>
  <t><strong>Preservation of Three-Party Privacy (Holder Unlinkability at the Issuer)</strong>: In the three-party model, the Issuer does not learn where a given Holder presents their credential. Maintaining this privacy property is a strict requirement of this specification: even when the Issuer authorizes and bills the Verifier for releasing the ephemeral decryption key, the Release Token contains zero Holder-identifying or credential-instance-identifying information.</t>
  <t><strong>Verifiable Issuer Billing and Authorization</strong>: Issuers that wish to charge Verifiers per presentation—or enforce commercial quotas and policy checks—can require the Verifier to redeem the Release Token at the Issuer's Release Endpoint to obtain the ephemeral decryption key.</t>
  <t><strong>Credential-Format Agnosticism</strong>: Rather than modifying underlying credential formats or their selective disclosure and key-binding mechanisms, this specification acts as an outer cryptographic wrapper around any existing credential presentation format, such as SD-JWT <xref target="RFC9901"/> or ISO mdoc <xref target="ISO.18013-5"/>, exposed via a <spanx style="verb">-cr</spanx> format suffix convention (e.g., <spanx style="verb">dc+sd-jwt-cr</spanx>, <spanx style="verb">mso_mdoc-cr</spanx>).</t>
</list></t>

<section anchor="feature-summary"><name>Feature Summary</name>

<t>This specification defines the following core components:</t>

<t><list style="numbers" type="1">
  <t><strong>Issuer Release Key Provisioning</strong>: Extensions to Credential Issuer Metadata (such as in OpenID for Verifiable Credential Issuance <xref target="OpenID4VCI"/>) allowing an Issuer to publish its <strong>Issuer Release Public Key</strong> (<spanx style="verb">credential_release_encryption_jwks</spanx>) and <strong>Credential Release Endpoint</strong> (<spanx style="verb">credential_release_endpoint</spanx>).</t>
  <t><strong>Conditionally Released Digital Credential (CRDC) Data Format</strong>: A composite JSON structure returned as the Digital Credential presentation response, consisting of:
  <list style="symbols">
      <t><strong>Releasable Credential (<spanx style="verb">releasable_credential</spanx>)</strong>: The standard underlying Digital Credential presentation (e.g., an SD-JWT+KB or an ISO mdoc <spanx style="verb">DeviceResponse</spanx>) encrypted with a one-time ephemeral AES Content Encryption Key (CEK).</t>
      <t><strong>Release Token (<spanx style="verb">release_token</spanx>)</strong>: A structure containing the ephemeral CEK encrypted under the Issuer Release Public Key, accompanied by unencrypted routing metadata (such as the <spanx style="verb">iss</spanx> identifier and key identifier <spanx style="verb">kid</spanx>) enabling the Verifier to locate the Issuer and redeem the key.</t>
    </list></t>
  <t><strong>Presentation Format Naming Convention (<spanx style="verb">-cr</spanx>)</strong>: A standardized naming convention appending <spanx style="verb">-cr</spanx> to existing credential format identifiers (e.g., <spanx style="verb">sd-jwt-cr</spanx>, <spanx style="verb">dc+sd-jwt-cr</spanx>, <spanx style="verb">mso_mdoc-cr</spanx>) for use in presentation protocols such as OpenID4VP.</t>
  <t><strong>Credential Release Redemption Protocol</strong>: An HTTPS request/response protocol between the Verifier and the Issuer's Release Endpoint whereby the Verifier submits the Release Token, the Issuer authenticates and bills the Verifier, and the Issuer returns the decrypted ephemeral CEK so the Verifier can decrypt and validate the underlying Digital Credential.</t>

<section anchor="concepts"><name>Concepts</name>

<t>This section describes the core components and lifecycle of Conditionally Released Digital Credentials at a conceptual level, prior to the normative data formats specified in <xref target="data-formats"/>.</t>

<section anchor="key-provisioning"><name>Issuer Release Public Key Provisioning</name>

<t>During credential issuance (for example, using OpenID for Verifiable Credential Issuance <xref target="OpenID4VCI"/>), or via discoverable Issuer metadata, the Issuer provides the Credential Manager with an asymmetric public key termed the <strong>Issuer Release Public Key</strong> (<spanx style="verb">PK_I</spanx>), along with the Issuer's identifier (<spanx style="verb">iss</spanx>) and optionally a Credential Release Endpoint URL.</t>

<t>When an Issuer marks an issued credential as requiring conditional release, the Credential Manager stores the Issuer Release Public Key and Issuer metadata alongside the credential. To preserve Holder unlinkability, the Issuer <bcp14>MUST</bcp14> provision the same Issuer Release Public Key across a sufficiently large cohort of Holders and credentials (see <xref target="privacy-cohort"/>).</t>

</section>
<section anchor="releasable-cred-and-token"><name>Releasable Credential and Release Token</name>

<t>When a Verifier requests a credential presentation from the Credential Manager (e.g., via OpenID4VP over the W3C Digital Credentials API), the Credential Manager first constructs the standard presentation payload for the underlying credential format—including any Holder-selected disclosures and cryptographic Holder key binding (such as an SD-JWT+KB or an ISO mdoc <spanx style="verb">DeviceResponse</spanx> bound to the Verifier's <spanx style="verb">nonce</spanx> and <spanx style="verb">aud</spanx>/<spanx style="verb">client_id</spanx>).</t>

<t>Instead of returning this cleartext presentation directly to the Verifier, the Credential Manager performs a two-part wrapping operation:</t>

<t><list style="numbers" type="1">
  <t><strong>Constructing the Releasable Credential</strong>: The Credential Manager generates a fresh, single-use ephemeral symmetric AES Content Encryption Key (<spanx style="verb">K</spanx>). It encrypts the serialized Digital Credential presentation under <spanx style="verb">K</spanx> using an authenticated encryption with associated data (AEAD) algorithm. The resulting ciphertext structure is the <strong>Releasable Credential</strong>.</t>
  <t><strong>Constructing the Release Token</strong>: The Credential Manager encrypts the ephemeral AES key <spanx style="verb">K</spanx> using the Issuer's <strong>Issuer Release Public Key</strong> (<spanx style="verb">PK_I</spanx>). This encrypted key is packaged into a structure called the <strong>Release Token</strong>, which includes plaintext metadata identifying the Issuer (<spanx style="verb">iss</spanx>), the key identifier (<spanx style="verb">kid</spanx>), and optional release endpoint or credential type metadata so the Verifier knows where and how to redeem the token.</t>
</list></t>

</section>
<section anchor="crdc-concept"><name>Conditionally Released Digital Credential (CRDC)</name>

<t>The Credential Manager packages the <strong>Release Token</strong> and the <strong>Releasable Credential</strong> together into a composite envelope called the <strong>Conditionally Released Digital Credential (CRDC)</strong> and returns it to the Verifier as the Digital Credential response.</t>

<t>From the perspective of presentation protocols such as OpenID4VP, a Conditionally Released Digital Credential can be negotiated as a distinct credential format wrapper derived from the underlying format by appending the <spanx style="verb">-cr</spanx> suffix (for example, <spanx style="verb">dc+sd-jwt-cr</spanx> or <spanx style="verb">mso_mdoc-cr</spanx>).</t>

</section>
<section anchor="redemption-concept"><name>Credential Release Redemption and Verification</name>

<t>Upon receiving a Conditionally Released Digital Credential, the Verifier cannot immediately inspect or verify the underlying credential claims because they are encrypted within the Releasable Credential under the ephemeral AES key <spanx style="verb">K</spanx>. To unlock the credential, the Verifier performs the following steps:</t>

<t><list style="numbers" type="1">
  <t><strong>Inspect Metadata</strong>: The Verifier inspects the unencrypted metadata in the <strong>Release Token</strong> to identify the Issuer (and, via Issuer metadata discovery or an explicit claim, the Issuer's Credential Release Endpoint).</t>
  <t><strong>Request Release from Issuer</strong>: The Verifier sends the <strong>Release Token</strong> in an authenticated request to the Issuer's Credential Release Endpoint, requesting that the presentation key be released.</t>
  <t><strong>Issuer Approval and Billing</strong>: The Issuer authenticates the Verifier, verifies that the Verifier is authorized to receive presentations, and optionally records a billable event or deducts from the Verifier's quota. If approved, the Issuer uses its private key (<spanx style="verb">SK_I</spanx>) corresponding to the Issuer Release Public Key (<spanx style="verb">PK_I</spanx>) to decrypt the Release Token, recovering the one-time ephemeral AES key <spanx style="verb">K</spanx>, and returns <spanx style="verb">K</spanx> to the Verifier over the TLS-protected channel.</t>
  <t><strong>Decrypt Releasable Credential</strong>: The Verifier uses the returned AES key <spanx style="verb">K</spanx> to decrypt the <strong>Releasable Credential</strong>, revealing the underlying Digital Credential presentation.</t>
  <t><strong>Standard Credential Validation</strong>: The Verifier validates the underlying Digital Credential presentation exactly as specified by its native format (e.g., verifying the Issuer signature, Holder key binding, disclosures, validity period, and Verifier nonce/audience binding).</t>
</list></t>

<t>Crucially, during Step 2 and Step 3, the Issuer only ever sees the Verifier's identity and the <strong>Release Token</strong> (which wraps a random ephemeral key <spanx style="verb">K</spanx> generated by the Credential Manager at presentation time). The Issuer never sees the Releasable Credential, any credential claims, or any identifier tied to the Holder or issuance transaction.</t>

    <abstract>
      <t>Security systems are built on strong cryptographic algorithms that foil pattern analysis attempts. However, the security of these systems is dependent on generating secret quantities for passwords, cryptographic keys, and similar quantities. The use of pseudo-random processes to generate secret quantities can result in pseudo-security. A sophisticated attacker may find it easier to reproduce the environment that produced the secret quantities and to search the resulting small set of possibilities than to locate the quantities in the whole of the potential number space.</t>
      <t>Choosing random quantities to foil a resourceful and motivated adversary is surprisingly difficult. This document points out many pitfalls in using poor entropy sources or traditional pseudo-random number generation techniques for generating such quantities. It recommends the use of truly random hardware techniques and shows that the existing hardware on many systems can be used for this purpose. It provides suggestions to ameliorate the problem when a hardware solution is not available, and it gives examples of how large such quantities need to be for some applications. This document specifies an Internet Best Current Practices for the Internet Community, and requests discussion and suggestions for improvements.</t>

      <t>This document describes a scheme for hybrid public key encryption (HPKE). This scheme provides a variant of public key encryption of arbitrary-sized plaintexts for a recipient public key. It also includes three authenticated variants, including one that authenticates possession of a pre-shared key and two optional ones that authenticate possession of a key encapsulation mechanism (KEM) private key. HPKE works for any combination of an asymmetric KEM, key derivation function (KDF), and authenticated encryption with additional data (AEAD) encryption function. Some authenticated variants may not be supported by all KEMs. We provide instantiations of the scheme using widely used and efficient primitives, such as Elliptic Curve Diffie-Hellman (ECDH) key agreement, HMAC-based key derivation function (HKDF), and SHA2.</t>
